The Islamic World Summit is designed to move beyond dialogue.
The Summit brings together governments, institutions, scholars, business leaders, investors, development organisations, universities, technology companies, youth, women leaders and civil society to identify priorities, build partnerships and develop practical mechanisms for implementation.
The Summit's outcome architecture is designed to move through:

The Islamic World Summit is specifically tasked with developing the Islamic World Action Agenda 2035, strengthening ASEAN–Muslim World cooperation, establishing strategic councils and alliances, mobilising partnerships and resources, and creating implementation mandates for the subsequent platforms of World Islamic Economy Week.

Islamic World Action Agenda 2035
A Ten-Year Civilisational Roadmap for the Muslim World
The Islamic World Action Agenda 2035 provides the overarching strategic framework for collective action from 2026 to 2035.
It translates broad commitments into defined priorities, actions, timelines, targets and institutional responsibilities. The Agenda is organised around five civilisational pillars.

ASEAN–Muslim World Cooperation Framework
Building a Strategic Partnership Between ASEAN and the Muslim World
The proposed framework establishes a structured mechanism for cooperation between ASEAN member states and the wider OIC community across trade, investment, Halal economy integration, digital economy, infrastructure, knowledge exchange and cultural diplomacy.
Five Cooperation Pillars
Trade & Investment
Develop priority trade corridors and strengthen cross-border investment.
Halal Economy Integration
Connect ASEAN Halal production, certification, logistics, tourism and the wider Muslim consumer market through SMIIC-based cooperation.
Digital Economy Cooperation
Develop Islamic fintech interoperability, digital trade documentation, regulatory cooperation and digital infrastructure.
Infrastructure & Connectivity
Advance ports, logistics, energy connectivity, transport and digital infrastructure.
Knowledge, People & Cultural Diplomacy
Expand university partnerships, skills mobility, youth engagement, cultural cooperation and people-to-people connections.
2035 Ambition
The Framework includes a target of USD 500 billion in annual ASEAN–OIC bilateral trade by 2035, alongside priority trade corridors, joint investment vehicles and expanded Halal economy cooperation.

Building AI Capability. Shaping AI Ethics.
The proposed Council has a dual mandate:

Developing the Next Generation of Leaders
The Youth Leadership Council is designed to create institutional pathways for young people to participate in leadership, entrepreneurship, policy and development.
Future Leaders Fellowship
The Council's flagship programme is a structured, multi-year programme covering:

The Fellowship combines leadership education, Islamic ethical formation, technical skills, mentorship, international placements and implementation-focused capstone projects.

Unlocking Women's Economic, Leadership & Human Capital Potential
The Women Empowerment Assembly is designed around three interconnected areas:

Waqf-based economic programmes
The proposed Women Empowerment Waqf Fund is intended to support women's entrepreneurship, education and leadership programmes across OIC member states.
POLITICAL & INSTITUTIONAL LEADERSHIP
The Assembly will track women's representation and promote meaningful participation across the governing bodies of IEW-established institutions.
A 2035 target in the framework is 30% women's representation in national legislative bodies across OIC member states.

Rebuilding Healthcare Cooperation for the Muslim World
The World Healing Alliance is designed to strengthen healthcare access, infrastructure, medical cooperation and maternal and child health across OIC member states.

Universal Healthcare Access
Developing measurable commitments and strengthening primary healthcare systems.
Healthcare Waqf Infrastructure
Mobilising Waqf capital for hospitals, clinics and community health facilities.
Medical Cooperation & Workforce Mobility
Facilitating professional mobility, recognised qualifications, medical research cooperation and joint procurement of essential medicines.
Maternal & Child Health
Targeted programmes for the most vulnerable member states, including healthcare infrastructure, skilled birth attendance and community health workers.
Modern Bimaristan Initiative
A flagship programme to develop professionally managed, Waqf-funded healthcare facilities inspired by the historical Bimaristan tradition.
The proposed Healthcare Waqf Endowment Vehicle has an initial target of RM94 million / USD20 million, with healthcare infrastructure projects and Modern Bimaristan facilities forming part of the deployment framework.

Stewardship, Climate Resilience & Sustainable Development
The Sustainability Alliance is designed to coordinate practical action across climate adaptation, green investment, renewable energy, sustainable Halal development and climate finance.

Supporting OIC member states in developing national climate adaptation strategies and assessing climate vulnerability.
Global Green Waqf Initiative
A proposed permanent environmental endowment supporting:

The framework sets a mature-endowment target of RM940 million / USD200 million by 2035.
Renewable Energy Transition Cooperation

Halal Sustainable Development Standards
Working with SMIIC to develop sustainability standards applicable to:
